National Wireless Communications Council Proposes Regulatory Reforms
April 11, 2025 (Herndon, VA) – The National Wireless Communications Council (NWCC) submitted comments today regarding the Federal Communications Commission (FCC) initiative “Delete, Delete, Delete” (GN Docket No. 25-133).
Key proposals include:
- • Allowing FCC-certified Frequency Advisor Committees (FACs) to coordinate recovered narrowband/wideband spectrum and place it into productive use without instance of mutual exclusivity requiring FCC involvement
- • Allowing licensees on Industrial/Business Pool frequencies to share their facilities with Public Safety Pool entities on a for-profit basis
- • Replacing prior approval requirements for pro forma transactions with a 30-day consummation notification filing
- • Significantly extending the 30-day filing period for involuntary transfers
- • Streamlining felony disclosure requirements on FCC Forms 601 and 603
- • Allowing FCC Operating Bureaus the discretion to act on waiver requests without requiring they be placed on Public Notice
NWCC President David Smith stated, “These recommendations focus on rules that impose actual burdens on applicants, licensees, and FCC staff. We believe these changes will promote sound spectrum management and allow more channels to be placed into productive use in a timely fashion.”
The NWCC looks forward to working with the FCC on these proposed rule changes and other matters to alleviate unnecessary regulatory burdens in the wireless communications industry.
